How come I am losing inches but not weight?

The short answer to that is that muscle
weighs roughly three times what fat does. So,
while you're improving your nutrition and
exercise, you're getting rid of fat and
literally slimming down, and that is EXACTLY
the goal. Good job! You're transforming what
was previously fat mass into muscle mass and
that's excellent. Muscle helps to burn fat,
it's a great cycle to be on.
