Slow and gradual weight loss is the best way to avoid sagging skin during weight loss. Skin naturally has elasticity and with time should return to its 'normal' state. Do workouts using a combination of strength training and cardiovascular, while reducing your caloric intake to better assist your body in the overall transition. Water consumption is also a big factor in elasticity of the skin, so be sure to drink lots of water daily. Of course, surgery is an alternative to these options but there are many more inherent risks in any surgical procedure.
